Hiring in Serbia? Not in the EU. Not in the eurozone either.

Serbia is an EU candidate country with a fast-growing IT and nearshoring export sector, but getting your employment model wrong still carries real cost in time, money, and compliance. We help you choose the right way to hire, place you with the right partner, and stay alongside you for the life of the relationship.

A great market to hire in. A non-eurozone, candidate-country system underneath.

Serbia is a CEFTA member and EU candidate country with a fast-growing IT and nearshoring export sector centred on Belgrade and Novi Sad, but employer costs and dismissal rules are governed by their own dedicated Serbian framework, run through the unified tax authority rather than the multi-agency split some neighbouring EU states use, and a company assuming EU-member rules apply by default can easily get the documentation and permit position wrong.

01

An EU candidate country building a nearshoring and IT export hub

Serbia is an EU candidate rather than a member state, a CEFTA member with its own trade agreements with the EU, EAEU, and Turkey, and home to a genuinely fast-growing IT and nearshoring export sector concentrated in Belgrade and Novi Sad. It has kept the dinar (RSD) rather than the euro, and non-EU status changes documentation and work-permit handling for some foreign hires in ways an EU-member neighbour would not.

02

One law, one tax authority

A single national Zakon o radu (Labour Law), wage tax and all three social security contributions collected together by the Poreska uprava Republike Srbije (PURS) rather than several separate agencies, and dismissal that is only lawful on a fixed list of statutory grounds under Article 179, with a written-warning procedure required first for performance dismissals, mean your employment structure has to be chosen with care.

Four ways to hire in Serbia. Pick once, pick right.

Most businesses arrive having already decided, and often decided too quickly. Below is the honest version of each route. When one fits, the detailed guide is one click away.

Employer of Record

An EOR partner becomes the legal employer of your Serbian staff, handling the contract, payroll, statutory withholdings (wage tax, Republicki fond za penzijsko i invalidsko osiguranje (PIO) and health-insurance contributions), and Zakon o radu compliance, while you direct the work. Operational in days, no entity needed. Best for testing the market or hiring a small team.

Global Payroll

For when you already have a Serbian entity, or want to consolidate payroll across several countries. You stay the legal employer; a specialist partner files the combined PPP-PD return with each salary run through the e-Porezi portal, keeps PIO and Republicki fond za zdravstveno osiguranje (RFZO) contributions correct, and manages PURS remittances on time.

Entity Formation (DOO)

Your own Serbian company, most commonly a DOO (limited liability company), formed electronically through the Agencija za privredne registre (APR)’s eRegistracija system, with no paper filing accepted. Full control and a local presence, and minimum share capital is a symbolic RSD 100, but you carry registration, Centralni registar obaveznog socijalnog osiguranja (CROSO) onboarding, and ongoing filings. Right when the headcount and permanence justify it.

PEO Services

A co-employment model alongside your own Serbian entity. True PEO co-employment is far less established in Serbia than in the US, so for most companies EOR or managed payroll is the better fit. We advise which one your situation calls for.

Serbia at a glance

Currency

Serbian dinar (RSD). Salaries are set and paid in RSD; Serbia is an EU candidate country, not a member, and has not adopted the euro, so if your budget lives in EUR or USD, exchange movement quietly changes your real cost.

Minimum wage (2026)

RSD 371.00 per hour, net, effective 1 January 2026, a 10.1% rise on the prior rate, set annually by government decision under the Labour Law. One national rate, no regional variation to track.

Costs & rates (2026)

Employer social security 15.15% of gross (10% PIO pension/disability, 5.15% health) • employee social security 19.9% (14% PIO, 5.15% health, 0.75% unemployment) • wage tax flat 10% on gross salary less RSD 34,221/month non-taxable • corporate income tax flat 15% • VAT standard 20%, reduced 10%.

Leave & Notice

Serbia is not at-will: dismissal is only lawful on a closed list of statutory grounds under Article 179, with a written warning required first for performance dismissals. Severance is owed only on redundancy. Minimum 20 working days’ paid annual leave, plus public holidays including New Year, Orthodox Christmas, Statehood Day, Orthodox Easter, Labour Day, and Armistice Day in 2026.

Hiring in Serbia: quick answers

The questions we are asked most about hiring in Serbia.

An Employer of Record. Your hire can start in days, with a compliant Serbian employment contract from day one and no entity to set up. It is the lowest-risk way to test the market or place a small team.
No. With an EOR you can employ people in Serbia without your own company. You only need to incorporate when you are committing to a permanent, larger presence, and we advise you on when that point arrives.
Serbia is an EU candidate, not a member state, which changes documentation and work-permit handling for some foreign hires compared with an EU-member neighbour. Add wage tax and three social security contributions collected together by PURS, and dismissal that is only lawful on a fixed list of statutory grounds rather than at-will. None of it is a problem when handled correctly, which is the point of getting the model right at the start.
We are independent: we assess what you actually need, place you with the right vetted partner, secure pricing you will not get going direct, and stay on your side to escalate or renegotiate. You get advice, not a product pitch.
