A world-class talent pool with a rulebook to match.

The Netherlands is one of Europe’s strongest hiring markets. An EU gateway with talent across tech, finance, logistics and professional services complete with a workforce that has the highest English proficiency on the continent.

It is also one of Europe’s most tightly regulated labour markets, and the rules are tightening. New contractor legislation presumes employment below a set hourly threshold and the Dutch Tax Authority is tightening its scrutiny on payroll structures. The cost of getting it wrong, back taxes, penalties and misclassified contractors, falls on you, not the worker. The question you need to be asking is not if to hire in the Netherlands, but how. Get the model right and the Netherlands is straightforward. Get it wrong and it is expensive to unwind. That is where we start.

01

Logistics and distribution hub

Rotterdam and Schiphol make the Netherlands Europe’s distribution gateway, with deep logistics, tech and finance talent and the continent’s highest business-English proficiency.

02

Highly regulated labour market

New contractor legislation presumes employment below a set hourly threshold and the Dutch Tax Authority is tightening its scrutiny on payroll structures. The cost of getting it wrong, back taxes, penalties and misclassified contractors, falls on you, not the worker.

Independent expert advice

Not sure whether you need EOR, PEO, or a BV? We map your headcount, timeline, and risk profile and give you a clear recommendation, not a product pitch.

Four ways to hire in the Netherlands. Which one depends on your plans, not ours.

Most businesses choose the option that they think is the easiest route, without seeing the full picture. We guide you through each route to make that decision seamless.

Employer of Record

An EOR partner becomes the legal employer of your Dutch staff, handling the contract, payroll, tax, and compliance, while you direct the work. Operational in days, no entity needed. Best for testing the market or hiring a small team.

Global Payroll

For when you already have a Dutch entity, or want to consolidate payroll across several countries under one process. You stay the legal employer; a specialist partner runs compliant Dutch payroll.

Entity Formation (BV)

Your own Dutch company (a BV, the private limited company). Full control and a local presence, with no per-employee fees, but setup takes weeks, you cannot employ anyone until it completes, and the ongoing obligations are real. Right when the headcount and permanence justify it.

PEO Services

A co-employment model where you and the partner share the employer role. Less common in the Netherlands than EOR, and right only for specific structures. We will tell you honestly if it fits, or if EOR is simpler.

Hiring in the Netherlands: your first questions

The questions we are asked most about hiring in the Netherlands.

An Employer of Record. Your hire can start in days, with a compliant Dutch contract from day one and no entity to set up. It is the lowest-risk way to test the market or place a small team. The detail is on our Netherlands EOR guide.
No. With an EOR you can employ people in the Netherlands without your own company. You only need an entity (a BV) when you are committing to a permanent, larger presence, and we will tell you honestly when that point arrives. For more information, read our guide on EOR.
Strong worker protections, collective labour agreements (CAOs) that can apply to your sector whether you signed them or not, a tightening contractor regime, and close Tax Authority scrutiny. None of it is a problem when handled correctly, which is the point of getting the model right at the start.
We are independent: we assess what you actually need, place you with the right vetted partner, secure pricing you will not get going direct, and stay on your side to escalate or renegotiate. You get advice, not a product pitch.

Let’s talk through your Dutch hire.

Tell us who you want to hire and where you are headed in the Netherlands. One conversation maps your options, flags the risks, and usually gets you to a better answer, and better pricing, than going direct. No pitch.
