Employer of Record

An EOR partner becomes the legal employer of your Italian staff, handling the contract, payroll, statutory contributions (INPS, INAIL, IRPEF withholding), and CCNL compliance, while you direct the work. Operational in days, no entity needed. Best for testing the market or hiring a small team.

Global Payroll

For when you already have an Italian entity, or want to consolidate payroll across multiple CCNL sectors, each with its own pay scales and remittances. You stay the legal employer; a specialist partner runs INPS/INAIL contributions, IRPEF withholding, and Certificazione Unica filings correctly.

Entity Formation (S.r.l.)

Your own Italian company, formed as an S.r.l. (a limited-liability company, the standard vehicle for a foreign employer). Full control and a local presence, but formation requires a notarial deed and Registro delle Imprese registration, plus ongoing filings. Right when the headcount and permanence justify it.

PEO Services

A co-employment model alongside your own Italian entity. True PEO co-employment is much less established in Italy than in the US, so for most companies EOR or managed payroll is the better fit. We will tell you honestly which one your situation calls for.

Currency

Euro (EUR). Salaries are set and paid in EUR; if your budget lives in USD or GBP, exchange movement quietly changes your real cost.

Minimum wage (2026)

No single national minimum wage. Pay floors are set by 900+ sector collective agreements (CCNL), with effective hourly floors commonly cited around EUR 7-9 (illustrative, not statutory) depending on sector and level. Since July 2026 employers must meet their sector’s leading CCNL standard even without a direct bargaining relationship.

Employer costs

Employers typically pay 27-33% of gross salary in social contributions (INPS pension, NASpI unemployment, and INAIL injury insurance, which varies by risk category and claims history), the exact rate depending on sector and CCNL.

Leave & Notice

Italy is not at-will: dismissal requires just cause or justified reason, with notice set mainly by CCNL (commonly 30 days to several months by seniority). Minimum four weeks paid annual leave (D.Lgs. 66/2003 art. 10 floor, CCNL commonly grants 26-30 days), plus around 12 public holidays.
