What running payroll in Italy involves

If you already employ people through your own Italian entity, you stay the legal employer, but you still have to run payroll correctly every month, matched to the right CCNL for each role. Agenzia delle Entrate and INPS run well-integrated systems, which means errors are visible and penalties are real. This is where a specialist payroll partner earns its place: you keep the employment relationship, they keep the mechanics right across sectors.

01

You stay the employer

You stay the legal employer of your Italian staff. The payroll partner runs the monthly mechanics; you keep the employment relationship.

02

Accurate every cycle

IRPEF, INPS, and INAIL calculated and withheld correctly, payslips issued, and filings made to Agenzia delle Entrate and INPS on schedule, every month.

03

Multi-sector consolidation

Run payroll across several markets under one partner and one process, rather than a different vendor and standard in every country.

How managed Italian payroll works, step by step

From onboarding your employee data to filing and reconciliation.

01 — Scope & onboard

We map your entity, headcount, and the CCNL sectors you employ in, place you with the right vetted Italian payroll partner, and onboard your employee data.

02 — Set up calculations

IRPEF, INPS, INAIL, and any CCNL-enhanced benefits configured correctly to each sector’s current pay tables, so every payslip is right from the first run.

03 — Run monthly payroll

Salaries calculated, IRPEF, INPS, and INAIL withheld, payslips issued, and people paid on schedule, every cycle.

04 — File & reconcile

Filings to Agenzia delle Entrate and INPS made on time, with the annual Certificazione Unica and reconciliation handled for you.

What payroll in Italy costs

Your statutory employer costs, plus a payroll partner fee. Italy’s employer burden is predictable but varies by sector and CCNL; the value of the partner is accuracy and time, in a system where mistakes are visible and penalised.

Tax, INPS & INAIL

Typically 27-33% of gross salary, driven by INPS pension, NASpI unemployment, and INAIL injury insurance, and varying by sector and CCNL. Getting the INAIL risk category wrong is a common misconfiguration; we set it correctly from the first payroll run.

Minimum wage (2026)

Set by CCNL, not by law: effective hourly floors commonly cited around EUR 7-9 (illustrative, not statutory), varying by sector and job level. Getting the wrong CCNL’s pay table is one of the most common Italian payroll mistakes; we configure the correct one from the first run.

Income tax (employee)

23% to EUR 28,000, 33% to EUR 50,000, 43% above, plus the employee’s own regional and municipal surtax band, correctly applied to every payslip and filed with Agenzia delle Entrate on schedule.

Payroll partner fee

A transparent per-employee or per-payslip fee. We benchmark across our vetted network, typically 15 to 25% below going direct.

The payroll slips Agenzia delle Entrate never misses

These are the ones that catch foreign employers, and the reason a specialist partner pays for itself.

Tax & deduction rates

Applying the wrong CCNL’s pay table or level. Misapplying the employer versus employee INPS/INAIL split. Missing statutory benefit or leave entitlements that vary by sector. Each is easy to get wrong alone and visible to Agenzia delle Entrate and INPS when you do.

Filings, deadlines & reporting

Late filing to Agenzia delle Entrate or INPS, where penalties and interest apply automatically. None of these are hard for a specialist; all are easy to get wrong alone. That is the whole case for getting your Italian payroll partner right.

Your questions answered

Straight answers on running compliant payroll in Italy.

Yes. Payroll outsourcing assumes you are the legal employer, which usually means you have an Italian entity. If you have no entity and do not want one yet, you need an EOR instead, where the partner is the legal employer. We will confirm which applies to you.
IRPEF calculation and remittance, employer and employee INPS and INAIL, statutory benefits and leave, payslips, and all filings to Agenzia delle Entrate and INPS, with the annual Certificazione Unica. You keep the employment relationship; they keep it compliant and on time.
The 2026 Budget Law cut the middle IRPEF bracket from 35% to 33% for income between EUR 28,001 and 50,000, with the benefit phased down for higher earners; the other bands (23% up to EUR 28,000, 43% above EUR 50,000) are unchanged. A good payroll partner applies the current bands from day one. If a provider quotes you 35% for that middle bracket, they are working from stale figures.
Predictable, and it varies by sector. Employer social contributions typically run 27-33% of gross salary (INPS pension, NASpI unemployment, and INAIL injury insurance, which varies by risk category). The employee’s own 9.19% IVS pension contribution (rising to 10.19% above EUR 56,224/year) is smaller and deducted from their own pay. Add the transparent payroll partner fee and you have your all-in cost.
Yes, and it is one of the main reasons companies come to us. One point of contact and a consistent process across markets, rather than a separate provider and a different standard in every country.
Yes. When you form your entity and become the legal employer, we move your people from the EOR arrangement onto your own compliant Italian payroll, and manage the handover so nothing is missed.
