Hiring in Israel? Employer cost isn’t one flat rate.

Israel is one of the world’s deepest technology talent markets, but getting your employment model wrong still carries real cost in time, money, and compliance. We help you choose the right way to hire, place you with the right partner, and stay alongside you for the life of the relationship.

A global tech talent market. A dual-bracket contribution system underneath.

Israel has one of the highest concentrations of engineers and R&D spend relative to GDP anywhere in the OECD, but employer cost does not run through one flat payroll tax: Bituach Leumi (National Insurance) charges a lower rate on the first slice of pay and a materially higher rate above it, on top of a separate mandatory pension and severance-fund contribution that most first-time employers underestimate.

01

Startup nation, not a niche talent pool

Home to one of the densest venture-capital and cybersecurity ecosystems anywhere, with the highest R&D spend relative to GDP in the OECD, but Israel prices employer cost across two Bituach Leumi brackets rather than one flat rate, and layers a mandatory occupational pension and severance-fund contribution on top of it.

02

A mandatory hearing before dismissal

A dense body of protective statutes (the Hours of Work and Rest Law, the Severance Pay Law, the Notice of Dismissal and Resignation Law among them), a mandatory pre-dismissal hearing (shimu’a) before any termination, and compulsory pension enrolment under a nationwide extension order mean your employment structure has to be chosen with care.

Four ways to hire in Israel. Pick once, pick right.

Most businesses arrive having already decided, and often decided too quickly. Here is the honest version of each route. When one fits, the detailed guide is one click away.

Employer of Record

An EOR partner becomes the legal employer of your Israeli staff, handling the contract, payroll, Bituach Leumi withholding across both contribution brackets, mandatory pension and severance-fund contributions, and employment-law compliance, while you direct the work. Operational in days, no entity needed. Best for testing the market or hiring a small team.

Global Payroll

For when you already have an Israeli entity, or want to consolidate payroll across several countries. You stay the legal employer; a specialist partner runs the monthly calculations across both Bituach Leumi brackets, the mandatory pension and severance fund, and the Israel Tax Authority withholding correctly.

Entity Formation (Ltd.)

Your own Israeli company, most commonly a Ltd. (private company limited by shares, חברה בערבון מוגבל), formed via the Registrar of Companies (Rasham HaChavarot) with no minimum share capital requirement. Full control and a local presence, but you carry registration, and ongoing filings. Right when the headcount and permanence justify it.

PEO Services

A co-employment model alongside your own Israeli entity. True PEO co-employment is far less established in Israel than in the US, so for most companies EOR or managed payroll is the better fit. We will tell you honestly which one your situation calls for.

Israel at a glance

Currency

Israeli New Shekel (ILS/NIS). Salaries are set and paid in NIS; if your budget lives in EUR or USD, exchange movement quietly changes your real cost.

Minimum wage (2026)

NIS 6,443.85 per month from 1 April 2026, up 3.3% under the statutory indexation formula. One national rate, no regional variation to track.

Employer costs

Employers pay Bituach Leumi at 4.51% of pay up to NIS 7,703/month and 7.6% above it (to a NIS 51,910/month ceiling), plus a separate mandatory 6.5% pension and 6-8.33% severance-fund contribution, bringing total statutory on-costs to roughly 17-19% of salary depending on bracket and severance-funding choice.

Leave & Notice

Israel is not at-will: dismissal requires a pre-dismissal hearing (shimu’a) and substantive justification. Statutory notice scales with tenure to a full month after a year of service. Annual leave starts at 12 working days (5-day week) after one year, rising with seniority, on top of 9 public holidays in 2026.

Hiring in Israel: quick answers

The questions we are asked most about hiring in Israel.

An Employer of Record. Your hire can start in days, with a compliant Israeli employment contract from day one and no entity to set up. It is the lowest-risk way to test the market or place a small team.
No. With an EOR you can employ people in Israel without your own company. You only need to incorporate a Ltd when you are committing to a permanent, larger presence, and we will tell you honestly when that point arrives.
Bituach Leumi charges a lower rate on the first slice of pay and a materially higher rate above it, rather than one flat contribution, and a mandatory pension plus severance-fund contribution sits on top of that. Dismissal also requires a pre-dismissal hearing rather than at-will termination. None of it is a problem when a partner who already knows the rules is running it for you.
We are independent: we assess what you actually need, place you with the right vetted partner, secure pricing you will not get going direct, and stay on your side to escalate or renegotiate. You get advice, not a product pitch.
