The EU’s easiest paperwork. Still an easy place to get it wrong.

Estonia is one of Europe’s simplest places to build a team: an EU and eurozone member with a digital-first administration, deep English-proficient tech talent, and a transparent legal system where employment rules are set nationally, not region by region.

Home of e-Residency

The world’s most digitally advanced government, e-Residency and 99% of public services online, with a tech-fluent workforce and a fast-growing Baltic startup scene.

02

Highly regulated labour market

National employment standards under the Employment Contracts Act, mandatory social tax and unemployment insurance contributions, and termination rules that are not at-will mean your employment structure still has to be chosen with care.

Four ways to hire in Estonia. Only one will fit.

Most businesses arrive having already decided, and often decided too quickly. Here is the honest version of each route. When one fits, the detailed guide is one click away.

Employer of Record

An EOR partner becomes the legal employer of your Estonian staff, handling the contract, payroll, withheld taxes and contributions (income tax, unemployment insurance, funded pension), and compliance with the Employment Contracts Act, while you direct the work. Operational in days, no entity needed. Best for testing the market or hiring a small team.

Global Payroll

For when you already have an Estonian entity. You stay the legal employer; a specialist partner runs withholding, TSD declarations, and EMTA remittances correctly.

Entity Formation (Corporation)

Your own Estonian company (an OÜ, osaühing, the private limited company). Registrable online in days with share capital from as little as one cent, it is the standard vehicle for a permanent presence. Full control, with ongoing accounting and reporting obligations. Right when the headcount and permanence justify it.

PEO Services

A co-employment model alongside your own Estonian entity. True PEO co-employment is far less established in Estonia than in the US, so for most companies EOR or managed payroll is the better fit. We will tell you honestly which one your situation calls for.

Estonia at a glance

Currency

Euro (EUR). Invoicing, payroll, and tax filings all run in euros through Estonia’s fully digital e-Tax system.

Minimum wage (2026)

EUR 946 per month (EUR 5.67 per hour) from 1 April 2026, set by national tripartite agreement; EUR 886 applied January to March 2026. One national rate, no regional variation.

Employer costs

Employers pay 33% social tax (20% pension, 13% health) on gross pay, plus 0.8% unemployment insurance. The minimum social tax base for 2026 stays at EUR 886 per month (EUR 292.38 per employee) even after the wage floor rise.

Leave & Notice

Estonia is not at-will: ending employment needs statutory notice graduated by tenure (15 to 90 calendar days), or pay in lieu. 28 calendar days of paid annual leave, with 12 statutory public holidays.

Hiring in Estonia: the short answers

The questions we are asked most about hiring in Estonia.

An Employer of Record. Your hire can start in days, with a compliant Employment Contracts Act contract from day one and no entity to set up. It is the lowest-risk way to test the market or place a small team.
No. With an EOR you can employ people in Estonia without your own company. You only need to incorporate when you are committing to a permanent, larger presence, and we will tell you honestly when that point arrives.
National employment standards under the Employment Contracts Act, mandatory social tax and unemployment insurance remittances to EMTA, and termination rules that require notice rather than at-will dismissal. None of it is a problem when handled correctly, which is the point of getting the model right at the start.
We are independent: we assess what you actually need, place you with the right vetted partner, secure pricing you will not get going direct, and stay on your side to escalate or renegotiate. You get advice, not a product pitch.

Tell us who you want to hire and where you are headed in Estonia. One conversation maps your options, flags the risks, and usually gets you to a better answer, and better pricing, than going direct. No pitch.
