What running payroll in Estonia involves

If you already employ people through your own Estonian entity, you stay the legal employer, but you still have to run Estonian payroll correctly every month. EMTA runs one of Europe’s most digitised tax systems, which means errors are visible and penalties are real. This is where a specialist payroll partner earns its place: you keep the employment relationship, they keep the mechanics right.

01

You stay the employer

You stay the legal employer of your Estonian staff. The payroll partner runs the monthly mechanics; you keep the employment relationship.

02

Accurate every cycle

Income tax and contributions calculated and withheld correctly, payslips issued, and the TSD filed with EMTA by the 10th, every month.

03

Multi-market consolidation

Run payroll across several markets under one partner and one process, rather than a different vendor and standard in every country.

How managed Estonian payroll works, step by step

From onboarding your employee data to filing and reconciliation.

01 — Scope & onboard

We map your entity and headcount, place you with the right vetted Estonian payroll partner, and onboard your employee data.

02 — Set up calculations

Income tax, social tax, unemployment insurance, funded pension, and any statutory benefits configured correctly to current Estonian rules, so every payslip is right from the first run.

03 — Run monthly payroll

Salaries calculated, income tax and contributions withheld, payslips issued, and people paid on schedule, every cycle.

04 — File & reconcile

TSD declarations filed with EMTA by the 10th of every month, with year-end reconciliation handled for you.

What payroll in Estonia costs

Your statutory employer costs, plus a payroll partner fee. Estonia’s employer burden is flat and predictable; the value of the partner is accuracy and time, in a system where mistakes are visible and penalised.

Employer social tax

Employer social tax of 33% on gross pay (20% pension, 13% health) plus 0.8% unemployment insurance. Note the 2026 minimum social tax base of EUR 886 per month (EUR 292.38 per employee) applies even below the wage floor. Predictable, and fully costed before you commit.

Minimum wage (2026)

EUR 946 per month (EUR 5.67 per hour) from 1 April 2026, set by national tripartite agreement; EUR 886 applied January to March. One national rate, wherever in Estonia the person works.

Income tax (employee)

Flat 22% national income tax after the EUR 700 monthly basic exemption, withheld at source. Borne by the employee, calculated and filed correctly each month.

Payroll partner fee

A transparent per-employee or per-payslip fee. We benchmark across our vetted network, typically 15 to 25% below going direct.

Why run it through Bradford Jacobs

One partner, many countries

If you run payroll across several markets, we consolidate it through vetted partners under one point of contact, not a different vendor and a different standard in every country.

  • Independent advice
  • Vetted partners only
  • On your side at renewal

Pricing you can’t get direct

Estonia’s statutory payroll cost, a flat 33% employer social tax plus 0.8% unemployment insurance, is fixed and the same regardless of provider. The variable is the partner’s own processing fee. We benchmark that across our payroll network, typically 15 to 25% below going direct, and renegotiate it for you at renewal.

  • 15-25% below direct
  • Network benchmarking
  • Renegotiated for you

Estonian regulations that expose risk

The uniform EUR 700 exemption, the minimum social tax base, Employment Register deadlines, the monthly TSD. We place you with partners who get the specifics right, and we stay on your side if anything needs escalating.

  • Direct escalation
  • No support queues
  • Named account contact

20+ years and the local detail

Two decades running compliant payroll across markets, including changes that are easy to miss mid-year: Estonia’s minimum wage moved from EUR 886 to EUR 946 a month on 1 April 2026, while the minimum social tax base stayed at EUR 886. We track changes like that as they happen, not at year-end.

  • Two decades of payroll
  • Deadlines & filings
  • Year-end handled

Built to scale across markets

Run payroll in one country or twenty through one partner and one process. As you add markets, the standard does not fragment, you keep a single point of contact and consistent compliance everywhere.

The payroll mistakes EMTA notices before you do

These are the ones that catch foreign employers, and the reason a specialist partner pays for itself.

Tax & deduction rates

Missing the Employment Register filing before a hire starts work. Misapplying the employer versus employee contribution split. Ignoring the minimum social tax base for part-time staff. Each is easy to get wrong alone and visible to EMTA when you do.

Filings, deadlines & reporting

Late TSD remittance to EMTA, where penalties and interest apply automatically. None of these are hard for a specialist; all are easy to get wrong alone. That is why getting your Estonian payroll partner right is important.

What managed payroll covers

One transparent fee covers the full monthly payroll cycle. No hidden extras.

Tax & contributions

Compliant Estonian payroll processed monthly, with income tax and contributions correct every run.

Payroll & filings

Monthly payroll run, with income tax and contributions calculated, withheld, and filed correctly each month.

Statutory benefits

All statutory benefits administered: annual leave, sick pay, parental leave, notice and severance.

Compliance & support

Ongoing HR compliance and a single point of contact, for the life of the engagement.

Your questions answered

Straight answers on running compliant payroll in Estonia.

Yes. Payroll outsourcing assumes you are the legal employer, which usually means you have an Estonian entity. If you have no entity and do not want one yet, you need an EOR instead, where the partner is the legal employer. We will confirm which applies to you.
Income tax calculation and remittance, employer social tax, employee unemployment insurance and funded pension, statutory benefits and leave, payslips, and monthly TSD filings to EMTA. You keep the employment relationship; they keep it compliant and on time.
Estonia runs one flat national system, but the details still bite: the minimum social tax base applies regardless of hours worked, and the EUR 700 uniform exemption still has to be applied correctly in every TSD. A good payroll partner applies the current rules so withholding is right from the first run.
Predictable and flat. Employer cost is 33% social tax plus 0.8% unemployment insurance on gross pay, with no regional variation and no separate workers’ compensation levy; the smaller 1.6% unemployment insurance contribution is borne by the employee, with an optional 2% (or 4%/6%) second-pillar pension contribution on top for employees who opt in. Add the transparent payroll partner fee and you have your all-in cost.
Yes, and it is one of the main reasons companies come to us. One point of contact and a consistent process across markets, rather than a separate provider and a different standard in every country.
Yes. When you incorporate and become the legal employer, we move your people from the EOR arrangement onto your own compliant Estonian payroll, and manage the handover so nothing is missed.
