What running payroll in Norway involves

If you already employ people through your own Norwegian entity, you stay the legal employer, but you still have to run payroll correctly every month: income tax and the zone-correct arbeidsgiveravgift reported via the A-melding to Skatteetaten, NAV, and Statistics Norway in a single monthly submission, but only if every field, especially the zone code, is right. This is where a specialist payroll partner earns its place: you keep the employment relationship, they keep the mechanics right.

01

You stay the employer

You stay the legal employer of your Norwegian staff. The payroll partner runs the monthly mechanics; you keep the employment relationship.

02

Accurate every cycle

Income tax and the zone-correct arbeidsgiveravgift calculated and withheld correctly, payslips issued, and the A-melding filed to Skatteetaten, NAV, and Statistics Norway on schedule, every month.

03

Multi-country consolidation

Run payroll across several markets under one partner and one process, rather than a different vendor and standard in every country.

How managed Norwegian payroll works, step by step

From onboarding your employee data to filing and reconciliation.

01 — Scope & onboard

We map your entity, headcount, and the zone each employee actually works in, place you with the right vetted Norwegian payroll partner, and onboard your employee data.

02 — Set up calculations

Income tax, the zone-correct arbeidsgiveravgift, and any statutory benefits configured correctly to current Norwegian rules, so every payslip is right from the first run.

03 — Run monthly payroll

Salaries calculated, income tax and arbeidsgiveravgift withheld, payslips issued, and people paid on schedule, every cycle.

04 — File & reconcile

The A-melding filed to Skatteetaten, NAV, and Statistics Norway on time, with annual reconciliation handled for you.

What payroll in Norway costs

Your statutory employer costs, plus a payroll partner fee. Norway’s employer burden is not one national figure; the value of the partner is getting the zone right every cycle, in a system where mistakes are visible to Skatteetaten and penalised.

Employer national insurance

Arbeidsgiveravgift calculated to the correct zone every payroll run: 0% in Zone V (the far north) up to 14.1% in Zone I (Oslo and the other major cities), with Zone Ia’s reduced 10.6% rate tracked against its own NOK 850,000 per-enterprise differential.

Minimum wage (2026)

Norway has no general statutory minimum wage. Confirming whether a role sits inside one of the ten sectors covered by “allmenngjøring” (a collectively-bargained rate the government has extended sector-wide) is a payroll-partner task, not a guess, since getting it wrong is a compliance issue, not just a pay one.

Income tax (employee)

A flat 22% plus a five-band “trinnskatt” from 1.7% to 17.8% above NOK 226,100/year, recalculated correctly on every payslip as pay changes through the tax year.

Payroll partner fee

A transparent per-employee or per-payslip fee. We benchmark across our vetted network, typically 15 to 25% below going direct.

Why run it through Bradford Jacobs

One partner, many countries

If you run payroll across several markets, we consolidate it through vetted partners under one point of contact, not a different vendor and a different standard in every country.

  • Independent advice
  • Vetted partners only
  • On your side at renewal

Pricing you can’t get direct

Norway’s arbeidsgiveravgift depends on the zone, not a flat national rate, and misclassifying a single employee’s zone is an easy, visible mistake once Skatteetaten reconciles the A-melding. We benchmark across our payroll network for rates typically 15 to 25% below going direct, and renegotiate for you at renewal.

  • 15-25% below direct
  • Network benchmarking
  • Renegotiated for you

Zone rules that expose risk

The zone-based arbeidsgiveravgift, the five-band trinnskatt withholding, and the monthly A-melding deadline. We place you with partners who get the specifics right, and we stay on your side if anything needs escalating.

  • Direct escalation
  • No support queues
  • Named account contact

20+ years and the local detail

Two decades running compliant payroll across global markets, the deadlines, the filings, the year-end detail that exposes risk.

  • Two decades of payroll
  • Deadlines & filings
  • Year-end handled

Built to scale across markets

Run payroll in one country or twenty through one partner and one process. As you add markets, the standard does not fragment, you keep a single point of contact and consistent compliance everywhere.

  • Single point of contact
  • Consistent compliance

The payroll slips Skatteetaten never misses

These are the ones that catch foreign employers, and the reason a specialist partner pays for itself.

Tax & deduction rates

Applying the wrong arbeidsgiveravgift zone for where an employee actually works. Misapplying the five-band trinnskatt withholding. Missing a statutory benefit or leave entitlement. Each is easy to get wrong alone and visible to Skatteetaten when you do.

Filings, deadlines & reporting

A late or incorrect monthly A-melding submission, where penalties and interest apply automatically. None of these are hard for a specialist; all are easy to get wrong alone. That is the whole case for getting your Norwegian payroll partner right.

Your questions answered

Straight answers on running compliant payroll in Norway.

Yes. Payroll outsourcing assumes you are the legal employer, which usually means you have a Norwegian entity. If you have no entity and do not want one yet, you need an EOR instead, where the partner is the legal employer. We will confirm which applies to you.
Income tax calculation and remittance, the zone-correct employer arbeidsgiveravgift and employee trygdeavgift, statutory benefits and leave, payslips, and the monthly A-melding to Skatteetaten, NAV, and Statistics Norway. You keep the employment relationship; they keep it compliant and on time.
Grunnbeløpet (G), the figure that caps NAV’s sick-pay, parental-pay, and pension calculations, rose 4.9% to NOK 136,549 on 1 May 2026, taking the 6G ceiling to NOK 819,294. It is reset every 1 May by Stortinget after the annual trygdeoppgjør (National Insurance settlement), and a good payroll partner rebuilds every affected calculation the same month, one of the most common payroll mistakes when the uprating is missed.
It depends on the zone: arbeidsgiveravgift runs from 0% to 14.1% of gross salary, with a reduced 10.6% Zone Ia rate on the first NOK 850,000 of an enterprise’s own contribution differential. Add the transparent payroll partner fee and you have your all-in cost.
Yes, and it is one of the main reasons companies come to us. One point of contact and a consistent process across markets, rather than a separate provider and a different standard in every country.
Yes. When you incorporate and become the legal employer, we move your people from the EOR arrangement onto your own compliant Norwegian payroll, and manage the handover so nothing is missed.
