A great market to hire in. A wage floor that moves on its own.

Luxembourg is the world’s second-richest country by GDP per capita and home to Europe’s second-largest investment fund industry, but almost every labour cost here sits on an automatic index: minimum wage, pensions, and the CCSS contribution ceiling move together on the day a cost-of-living trigger fires, not on a schedule you set yourself.

01

Europe’s wealthiest market, on an indexed wage floor

Home to major banks, the world’s second-largest investment fund market, and the highest GDP per capita globally, but Luxembourg automatically indexes its minimum wage, pensions, and social security ceiling to inflation (the échelle mobile des salaires): every time a tranche triggers, and it has twice in the twelve months to June 2026, every wage-linked figure on this page moves the same day.

02

Five CCSS branches, one compliance job

A single Code du travail enforced by the ITM (Inspection du travail et des mines), mandatory CCSS contributions split across five separate branches with employer-specific accident and absenteeism-based pricing on top, and dismissal that requires a real and serious cause rather than at-will termination mean your employment structure has to be chosen with care.

Four ways to hire in Luxembourg. Pick once, pick right.

Most businesses arrive having already decided, and often decided too quickly. Here is the honest version of each route. When one fits, the detailed guide is one click away.

Employer of Record

An EOR partner becomes the legal employer of your Luxembourg staff, handling the contract, payroll, CCSS withholdings across every branch, and Code du travail compliance, while you direct the work. Operational in days, no entity needed. Best for testing the market or hiring a small team.

Global Payroll

For when you already have a Luxembourg entity, or want to consolidate payroll across several countries. You stay the legal employer; a specialist partner runs the monthly CCSS and ACD withholdings correctly, including the index adjustments as they land.

Entity Formation (SARL)

Your own Luxembourg company, most commonly a SARL (société à responsabilité limitée), formed by notarial deed and RCS (Registre de Commerce et des Sociétés) entry, minimum capital EUR 12,000. Full control and a local presence, but you carry a notary, registration, and ongoing filings. Right when the headcount and permanence justify it.

PEO Services

A co-employment model alongside your own Luxembourg entity. True PEO co-employment is far less established in Luxembourg than in the US, so for most companies EOR or managed payroll is the better fit. We will tell you honestly which one your situation calls for.

Luxembourg at a glance

Currency

Euro (EUR). Luxembourg is a founding eurozone member, so there is no currency-conversion cost on top of your headcount, only the indexation movement described below.

Minimum wage (2026)

EUR 2,771.33/month (EUR 16.0192/hour) unqualified, EUR 3,325.59/month (EUR 19.2231/hour) qualified, both effective 1 June 2026. Indexed automatically to inflation, so the figure moves without new legislation.

Employer costs

Employer core runs 11.69% of gross (3.05% health, 8.50% pension, 0.14% occupational health), plus an employer-specific accident rate and a mutualité des employeurs sick-pay levy of 0.23% to 2.66% by absenteeism class, roughly 12.5% to 15% combined. Employee side sits at 12.95%.

Leave & Notice

Luxembourg is not at-will: dismissal needs a real and serious cause, with notice from 2 months under 5 years’ seniority up to 6 months from 10 years. Statutory annual leave is 26 working days, on top of 11 public holidays in 2026.

Hiring in Luxembourg: quick answers

The questions we are asked most about hiring in Luxembourg.

An Employer of Record. Your hire can start in days, with a compliant Luxembourg employment contract from day one and no entity to set up. It is the lowest-risk way to test the market or place a small team.
No. With an EOR you can employ people in Luxembourg without your own company. You only need to incorporate when you are committing to a permanent, larger presence, and we will tell you honestly when that point arrives.
An automatically indexed minimum wage and social security ceiling that move on their own schedule, CCSS contributions split across five branches with employer-specific accident and absenteeism pricing, and dismissal that requires a real and serious cause rather than at-will termination. None of it is a problem when a partner who already tracks the index is running it for you.
We are independent: we assess what you actually need, place you with the right vetted partner, secure pricing you will not get going direct, and stay on your side to escalate or renegotiate. You get advice, not a product pitch.

Tax and labour data verified July 2026 (CCSS, IGSS, ACD, ITM). Figures change, and Luxembourg’s own indexation mechanism means some of them change automatically; we confirm the current position when we scope your hire.
