Hiring in Costa Rica? Minimum wage depends on the job, not one number.

Costa Rica is Central America’s most stable and OECD-aligned place to build a team, but getting your employment model wrong still carries real cost in time, money, and compliance. We help you choose the right way to hire, place you with the right partner, and stay alongside you for the life of the relationship.

A great market to hire in. A tiered wage system underneath.

Costa Rica has the highest GDP per capita in Central America and has been an OECD member since 2021, with a deep medical-device and business-services sector, but minimum wage is not one number: it is set by occupational category, and employer costs run through the Caja Costarricense de Seguro Social (CCSS), a single scheme combining health and pension cover, in ways a company expecting a flat national wage or a payroll tax split into separate systems can easily misjudge.

01

Central America’s most stable economy, OECD since 2021

Costa Rica has the highest GDP per capita in Central America, no standing army, and OECD membership since 2021, but it is not pegged to any other currency: the colón (CRC) floats independently, so currency movement is a real, ongoing part of your cost planning.

02

A mandatory bonus every December

A national Código de Trabajo, mandatory contributions to the CCSS covering health and pension in one combined scheme, and dismissal that is only lawful with cause, triggering statutory notice and a mandatory aguinaldo (13th-month bonus) every December, mean your employment structure has to be chosen with care.

Four ways to hire in Costa Rica. Pick once, pick right.

Most businesses arrive having already decided, and often decided too quickly. Here is the honest version of each route. When one fits, the detailed guide is one click away.

Employer of Record

An EOR partner becomes the legal employer of your Costa Rican staff, handling the contract, payroll, statutory withholdings (income tax, CCSS contributions), and Código de Trabajo compliance, while you direct the work. Operational in days, no entity needed. Best for testing the market or hiring a small team.

Global Payroll

For when you already have a Costa Rican entity, or want to consolidate payroll across several countries. You stay the legal employer; a specialist partner runs the monthly withholding, CCSS filings, and Hacienda remittances correctly.

Entity Formation (S.A. / S.R.L.)

Your own Costa Rican company, most commonly a Sociedad Anónima (S.A.) or Sociedad de Responsabilidad Limitada (S.R.L.), formed by public deed before a notary and Registro Nacional entry. Full control and a local presence, but you carry a notary, registration, and ongoing filings. Right when the headcount and permanence justify it.

PEO Services

A co-employment model alongside your own Costa Rican entity. True PEO co-employment is far less established in Costa Rica than in the US, so for most companies EOR or managed payroll is the better fit. We will tell you honestly which one your situation calls for.

Costa Rica at a glance

Currency

Costa Rican colón (CRC). Salaries are set and paid in CRC, which floats independently rather than tracking the US dollar; if your budget lives in USD or EUR, exchange movement quietly changes your real cost.

Minimum wage (2026)

Set by occupational category, not one flat rate. The reference floor (unskilled generic worker) is CRC 373,092.30/month for 2026; the full schedule runs from CRC 268,731.31 (domestic work) up to CRC 796,921.00 (university graduate roles).

Employer costs

Employers pay 26.83% of gross salary to the CCSS (Caja Costarricense de Seguro Social), a single scheme covering health, maternity, and pension, alongside smaller parafiscal funds (FODESAF, INA, IMAS, Banco Popular). No separate health-insurance system to track.

Leave & Notice

Costa Rica is not at-will: dismissal without justified cause triggers statutory notice and severance (cesantía), capped at 8 years’ accrued pay. Two weeks’ paid vacation per year, 9 mandatory-paid public holidays in 2026, and a mandatory aguinaldo (13th-month bonus) every December.

Hiring in Costa Rica: quick answers

The questions we are asked most about hiring in Costa Rica.

An Employer of Record. Your hire can start in days, with a compliant Costa Rican employment contract from day one and no entity to set up. It is the lowest-risk way to test the market or place a small team.
No. With an EOR you can employ people in Costa Rica without your own company. You only need to incorporate when you are committing to a permanent, larger presence, and we will tell you honestly when that point arrives.
Minimum wage set by occupational category rather than one flat number, mandatory contributions to the CCSS, and a mandatory aguinaldo every December on top of salary. None of it is a problem when handled correctly, which is the point of getting the model right at the start.
