Where Revenue is digital, the WRC is watchful, and shortcuts get expensive

Ireland is one of Europe’s easiest places to build a team on paper: the EU’s only English-speaking common-law economy, home to the European headquarters of half of Silicon Valley, with a young, educated workforce and a 12.5% corporation tax rate that has pulled in decades of foreign investment. The catch is administrative: PAYE modernisation means Revenue sees every payroll run in real time, the WRC enforces employment statutes vigorously, and the right hiring structure depends on how permanent your Irish plans are.

01

Gateway to the EU

Full single-market access from a stable common-law jurisdiction, English-speaking end to end, and home to the European bases of hundreds of US multinationals.

02

Highly regulated labour market

Irish employment statutes, PAYE withholding with real-time reporting to Revenue, PRSI and USC, statutory sick pay, and pension auto-enrolment from 2026 all land on the employer from day one. None of it is optional, and all of it is visible to Revenue the moment you run payroll.

Four ways into Ireland, and the case for each

Most businesses arrive having already decided, and often decided too quickly. Here is the honest version of each route. When one fits, the detailed guide is one click away.

Employer of Record

An EOR partner becomes the legal employer of your Irish staff, handling the contract, monthly payroll, PAYE, PRSI and USC withholding, and statutory benefits, while you direct the day-to-day work. Hiring in days, no entity required.

Global Payroll

For when you already have an Irish entity, or want to consolidate payroll across countries: your people stay yours, and the payroll run, Revenue filings, and year-end obligations are handled for you.

Entity Formation (LTD)

Your own Irish company: a private company limited by shares (LTD) registered with the CRO under the Companies Act 2014. Full control and a permanent presence, with accounting, tax registrations, and annual filings to maintain.

PEO Services

A co-employment model alongside your own Irish entity. True PEO co-employment is far less established in Ireland than in the US, so for most companies EOR or managed payroll is the better fit. We will tell you honestly which one your situation calls for.

Ireland at a glance

Currency

Euro (EUR). An English-speaking workforce inside the eurozone; payroll, invoicing, and Revenue filings all run in euro, with no exchange exposure for EU operations.

Minimum wage (2026)

EUR 14.15 per hour for workers aged 20 and over from 1 January 2026, roughly EUR 551.85 a week on the standard 39-hour week. Some sectors carry higher floors under Employment Regulation Orders.

Employer costs

Employer PRSI at 11.25% on weekly earnings above EUR 552 (9.0% at or below), rising to 11.40% and 9.15% from October 2026, plus pension auto-enrolment contributions from 2026. Modest by EU standards, and there is no employer USC.

Leave & Notice

Ireland is not at-will: ending employment needs statutory notice or pay in lieu, plus common-law reasonable notice. Minimum two weeks paid vacation, with roughly 9 to 10 statutory holidays.

Hiring in Ireland: the basics

The questions we are asked most about hiring in Ireland.

An Employer of Record. Your hire can start in days, with a compliant Irish employment contract from day one and no entity to set up. It is the lowest-risk way to test the market or place a small team. The detail is on our Ireland EOR guide.

No. With an EOR you can employ people in Ireland without your own company. You only need to incorporate when you are committing to a permanent, larger presence, and we will tell you honestly when that point arrives.

A dozen employment statutes enforced by the WRC, PAYE with real-time reporting to Revenue, PRSI and USC, and termination rules that require notice and fair procedure rather than at-will dismissal. None of it is a problem when handled correctly, which is the point of getting the model right at the start.

We are independent: we assess what you actually need, place you with the right vetted partner, secure pricing you will not get going direct, and stay on your side to escalate or renegotiate. You get advice, not a product pitch.

Start your Irish team the compliant way.

Tell us who you want to hire and where you are headed in Ireland. One conversation maps your options, flags the risks, and usually gets you to a better answer, and better pricing, than going direct. No pitch.
