The first requirement to set up payroll in Taiwan is to establish a legal entity in the country, with the usual choice being a limited company, which operates under the Companies Act. Before starting the incorporation process, a foreign company needs a Foreign Investment Application (FIA) from Taiwan’s Investment Commission.

The requirements for putting employees on the payroll include:

  • Employees must be registered with the relevant northern, southern or central tax office, or the Taipei tax office, of the National Taxation Agency, depending on location
  • Employees must be registered for contributions to the Labour Insurance Programme (LIP), the National Health Insurance Programme (NHIP) and the Labour Pension Programme (LPP) which are part of the National Health Insurance system
  • Verify individual’s Unified Identification (UI) number for those without household registration and a Taiwan Resident’s Certificate
  • Since January 2021 the 10-digit UI number has conformed to the format for a resident. UI applications are made to the National Immigration Agency
  • Foreign employees obtain the Alien Registration Certificate, which serves as their ID card
