Foreign companies expanding their operations into Myanmar must open a subsidiary before they can legally hire staff and run payroll for the company. The entity operates under the 2017 Companies Law and depending on the location and type of operation may need further registration under the Myanmar Investment Law (MIL) and the Special Economic Zone Law (SEZL). Once established, procedures for onboarding employees in Myanmar generally include the following:

  • Verify the individual’s Tax Identification Number (TIN) from the Internal Revenue Board (IRD)•Ensure the employee has a Labour Card from the relevant Township Labour Office (TLO)
  • Register the employee with the TLO, by providing the company’s Certificate of Incorporation, the individual’s National Registration Card (NRC) and obtain their Form 7, which confirms the employee’s position with the company. Copies of passport title page required for foreigners
  • Arrange medical examination with the Social Security Board (SSB) before registering the employee for social insurance
  • Register individual with the Internal Revenue Board (IRD)
