Since June 2020, companies have been able to use a government portal which links the registration requirements of the relevant authorities: the Ministry of Commerce (MOC); the Ministry of Labour and Vocational Training (MLVT) and the General Department of Taxation (GDT).Once established, procedures for onboarding employees in Cambodia generally include the following:

  • Verify the individual’s Taxpayer Identification Number and register them with the General Department of Taxation (GDT)•Register employees with the National Social Security Fund (NSSF) within 30 days of their startingwork and with the MLVT
  • For local employees, employers supply the NSSF with their national identity card and certificate of employment with the company; for foreign employees, their passport and certificate of employment
  • Failure to comply contravenes Article 98 of the Social Security Law
  • Agree contract with the employer. Open-ended contracts can be orally agreed, but this is not recommended. Fixed-term contracts must be in writing
