Foreign companies expanding their operations into Morocco need to open a subsidiary to be able to hire staff and manage their payroll. The usual choice is to open a limited liability company, which is known as a Société à responsabilité limitée, or SARL, and is governed by the Investments Charter. Once established, procedures for onboarding employees in Morocco generally include the following:

  • For Moroccan employees, verify their CIN number on their citizen’s identity card. The cards are compulsory for over-18s and are valid for 10 years
  • Register them with the Caisse Nationale de Sécurité (CNSS)
  • Register employee with the General Tax Administration (GTA)
  • Moroccan employees need not have a written contract, although all fixed-term agreements must have a written contract
  • Foreign employees must have a written contract, after employers have proved no Moroccan with similar skills and experience is available for the role
  • Employers must then obtain a foreign workers’ activity certificate from the National Agency for the Promotion of Employment and Skills (ANAPEC) to be submitted with the work permit application
